The Voice of Public Service Engineers

Association of Public Service Engineers (APSE) is the leading trade union in the public service representing Engineering professionals of Sri Lanka Engineering Service (SLES) delegated to representing and campaigning on behalf members along with contributing to the attainment of social justice and sustainable development in an atmosphere of democracy.

Key objectives of APSE:

  • To build capacity in recruitment, organization and advocacy
  • To improve capacity to regulate relations between associated unions
  • To achieve the financial viability of profession
  • To create a broad base of support to membership with a concept of the common goal this will help us to translate our vision of society into reality.
  • Introduction

    All the Engineers in SLES working for Government Departments, Ministries, Provincial Councils, Local Government Authorities and District Secretariats are members of the APSE who is governed by Engineering Service Board (ESB) in Ministry of Public Administration & Management.
    Sri Lanka Engineering Service (SLES) has been started in 1906, with the establishment of the Institution of Engineers, Sri Lanka (IESL) and has achieved great national and international recognition. APSE is consisting of 1441 members’ positions, but presently active membership is about 1116 and hence 325 positions are vacant.
    Local Engineers have been greatly contributing since past few centuries for building very important national infrastructures such as Townships, Buildings, Highways, Railways and Irrigation Structures including Large Dams, Ports, Coastal Protections Works and Airports etc. Read More

    Eng. K.L.L. Bogahawatta has been appointed as the Chairman of Urban Development Authority.


    APSE has won the championship of Inter Associations six-a-side soft ball cricket tournament held on 28th September 2024. The event is organized by the Organization of Professional Associations.
